House Appropriation supports institutionalization of PNG

THE consolidated House Bills aiming to institutionalize the Philippine National Games (PNG) got the needed shot in the arm as the Commission of Appropriation (CA) gave its stamped approval to allocate initial budget for the biennial meet as the government centerpiece national sports competition.

Batangas 1st District Representative Eric Buhain, vice-chairman of the House Committee on Youth and Sports Development, announced during the Tabloids Organization in Philippine Sports, Inc. (TOPS) ‘Usapang Sports’ that on Wednesday hearing with the Department of Budget and Management (DBM), the House Appropriation recommended to get the initial funding first in the current budget of the Philippines Sports Commission (PSC).

“Ako po ang naatasan ng ating House chairman on Youth and Sports head Cong. Michael Dy na sponsoran yung House Bills  sa Committee on Appropriation and I’m happy to announce na nakapasa na po ito. Kailangan na lang itong pumasa sa third reading at maiaakyat na namin sa Senado para sa bicameral,” said Buhain.

“Napakaimportante nitong PNG, ito talaga ang magiging showcase ng ating mga mahuhusay na atleta. Sariling version ng Olympics, lahat ng mga National Sports Association (NSA) puwede nang i-coincide yung kani-kanilang national selection. Lahat puwedeng sumali,” added Buhain, a two-time Olympian and Southeast Asian Games swimming record holder.

Buhain said the proposed budget for the PNG in the Committee level was P200 million, but the Appropriation Committee recommended to initially conduct the PNG using what available budget from the PSC.

“Initially ano lang kayanin ng PSC to conduct, yun muna ang gamitin. Then subsequent staging lalagyan na ng budget ang PNG from the General Appropriation (GA). Multi-department ang involvement sa PNG dahil andyan ang AFP at DepEd among others but still ang workforce pa rin sa Philippine Sports Commission with the help of the Philippine Olympic Committee and the National Sports Associations.

“Ang maganda nito, magiging permanente na ang PNG hindi tulad sa kasalukuyan magkakaroon tapos mawawala. Besides, mako-compel ang mga Local Government Units (LGU) na gamitin ang kanilang resources dahil magiging regular na ito sa kanilang sports program,” said Buhain.

Buhain added that institutionalizing the PNG will have a big effect on the NSAs as supports to their respective sports will rise in an exponential rate.

“Mas magkakaroon ng malalim na pool of talent ang mga NSA dahil matibay na yung grassroots program,” stressed Buhain in the public forum supported by PSC and Behrouz Persian Cuisine.

The former sports chairman of the PSC and the Games and Amusements Board (GAB) said he is confident that the bill will turn to law as the Senate led by Senator Bong Go and former lawmaker Manny Pacquaio has already a pending version for the said bill.

“Maraming supporter ang sports sa Senate, andyan din sina Senator Francis Tolentino, Migs Zubiri, Joel Villanueva and Sonny Angara,“ added Buhain.

The House decided to consolidate ang House Bills 934, 1954, 2986 at 4881 which propose measures for funding and plans that will institutionalize the Philippine National Games.

Leyte Fourth District Rep. and HB 934 author Richard Gomez said that the consolidated bill, which will be titled the Philippine National Games Act of 2022 underscored the role of LGUs in the promotion of sports which Filipino athletes have been excelling in such as billiards, bowling, fencing, weightlifting, shooting, rowing.cycling, gymnastics, track and field, volleyball, archery, badminton, boxing, football, taekwondo, karate, jujitsu, judo, golf, table tennis, tennis, baseball, and softball.
